Rather them not release the toolset i think as it may seperate and destroy them.

DLC + Promotions.
There's less incentive to buy all their stuff if you can download a lot of stuff for free, sometimes being even better than Bioware stamped dlc.

Bioware said once that there aren't any proofs that a toolset diminishes the dlc sales in any way.

The game will be moddable, whether a toolset is ever released or not. And there were lots of non porn-related mods on danexus... Added textures, change Lel and Morrigan to CGI appearance, custom colors/hair, community fixes, etc.[/quote]

Moddable in certain sense yes, but without a toolset it will be difficult/time consuming to get actual content in there.
Look at Mass Effect 2, sure it had mods, but they were minor mods compared to what we have In Dragon Age: Origins? Why? No toolset...

Really? Then it's curious why Mass Effect/2 didn't have it considering a lot of UE3 games ship with the SDK for modding?
