How can Hawke be a mage?

 So we saw in Dragon Age: Origins that mages are almost like a race of their own.  They get separated from their families at a young age and cloistered (imprisoned)? in the Tower.  (Remember what they say happens to Connor, if he survives).  They're pretty much forbidden from stomping about unescorted by Templars -- you can become a Grey Warden, or an apostate, or accept the shackles.  People react to them as a "mage", not as a "human", "elf" or "dwarf" as with other characters.

How does this work for Hawke?  As I thought I understood it from the lore we saw in Origins, magical talent manifests itself at a young age.  If he had any it would have been noticed in him and he'd have been packed off to the Tower, however much of a pauper he might be (which seems to put a crimp on the Lothering beginning).  Special dispensation to practice magic as he sees fit, like the mage Grey Warden in Origins gets, seems unlikely.  So is the mage Hawke an apostate, either running from the Chantry or (after he's gained power and influence) intimidating them into backing down from trying to return him to the Tower?  Is he concealing his magic by some means, perhaps by a demonic pact, so that they do not realise what he is?

Or does it turn out that magical talent can manifest later in life, and the mage Hawke does not begin with spellcasting ability straight away (or knowing that he has it) but instead develops it as part of the story (complete with "interesting" reactions from party members, onlookers and the Chantry)?

Actually what you should be asking is if we will have more mage outfits than the first game and will they look cooler, because most of the mage robes in DA:O are bland and boring!

You are aware that there are mages that the circle hasn't found or hasn't been able to capture right? Many mages are Apostates like Morrigan. I think it's an error for you to assume that every mage enters the tower as a child. If I recall correctly, at the beginning of the first issue of the Dragon Age comic book the blood mage that the Templars are bringing to the tower looks like he's 70 years old or something.

His backround could just be he's from the circle to begin with and out and about on circle business, when whatever starts his story happens. Mages do, do other things besides just sitting around the tower being mages, also there is no indication you won't have circle of magi contact on and off through out DA2. He doesn't need to be an apostate to make it work.

Perhaps Hawke's talent manifests late? I mean Anders' magical talents manifested well into his teens didn't they?

I read on an official site (sorry can't remember the name) that Hawkes sister Bethany is an apostate mage and so is Hawke is you chose mage, their power did manifest as normal but their father was also an apostate meaning that he taught them all about magic

True, that much has been established. But as far as we know the chantry doesn’t have any way of detecting magic users beyond people noticing and reporting it. Good upstanding, chantry abiding parents might report  it themselves, or maybe the neighbors will if that annoying brat from next door sets their own kid's hair on fire.

But Connor from DA showed us that one can hide their own kid having magic pretty well in urban areas. Sure, there’s no hiding from such a situation as setting someone’s hair in fire. But the talent surfaced when there’s no one there that’s going to report it, then all you need is someone that can teach the child to control his magic and really imprint on him that’s he’s not suppose to use them in public or the bad men will come and get him.
As long as the child then doesn’t do anything stupid like blasting away at a bully, or if there’s isn’t an extreme situation such as with Connor that drives the kid in desperation to use magic, then there’s no reason you can’t hide indefinitely.
