The free marches is a collection of city states that make a region/country, but not really united. This I think should be remedied.

Who here thinks there should be an opportunity in the game to become king of the free marches?

Well I don't know what significance does Kirkwall has, but being the champion of that doesn't really covers "one of the most powerful figues in Thedas" PR overhype statement for me, so I think uniting the Free Marches would be a good idea.

I was thinking this myself. Maybe he's the champion of Kirkwall because that's the first place to be "united" so to speak.
