Yes. And yes, it's been answered, by a Dev no less.
The decisions you made in DA:O will shape the world in 'DA2', quite simply. To which extent, we don't know yet, but for example the identity of the king/queen of Ferelden might change depending on who you put on the throne. That said, since the game takes place in a location outside of Ferelden, I have no idea how much of an influence it'll have.

As a matter of fact, there is overlap between DA:O's story and DA2. So the decisions you made in DA:O will actually play out while you're playing DA2.

I take it to mean that the post-DA2 sections of the game will be very short. Maybe the prologue (the origin) will be the first year or few months of the ten year timespan.
