I'm pretty sure Bioware are making it, since as it's being simultaneously developed for all platforms.
Judging by the comments in the Game Informer article (page 10 of that thread), it looks like DAO was Bioware's last PC-focused game, obviously excluding MMOs.

Since its simultaneous now, I'd say Edge of Reality is out and Bioware's handling it.
