Make sure to add the enabledeveloperconsole on the shortcut, not the actual executable.
And download the mod that makes console text visible.

I'm having a similiar problem,I've used the console before successfully but I needed to install a fresh copy of windows so I made a backup of my saved games but when I reinstalled dragon age I first started a new game and installed some mods to check how they work and there was no probs and I restored my saved games but I couldn't add the -enabledeveloperconsole line to the shortcut.is it possible that the mods are to blame for this ?
