Here is the layout and where the drakes are for the 6 total scales.  The one you are likely missing is at the "1" on the map in the upper right corner.  EVERYONE seems to miss this one.

3 drakes in the livestock room (bunch of cages with animals inside), the drakes come all at once when you move into the room.
2 drakes are summoned when you fight the Arcane Warrior cultist.
1 drake is in the egg room (where the Blood Mage amulet is found inside a dragon egg).

So, maybe, if you kill the Arcane Warrior cultist too quickly the drakes don't show?   and I probably just missed the other?  Because on the first play through I only found three.   I'm on my way there now on the 2nd round and this will help knowing there were 6.  Plus, I wonder if there was any bugs with this prior to the patch?

lol there is ONE drake in the circle tower................ and a chest that sometime have scales trust me dunno why you lot have never seen it. But no need to believe i seen this drake on all my game runs.

Are you playing this game on the XBOX360? Or did you do the mages circle last?

Ps3 owner here, and there is indeed a Drake in the Circle Tower, l think its after you exsape the Fade.

And l did it after being sent from Redcliff.

Never seen a chest with scales in it thou.

Then it could be a case of different platforms have different things. I know that the Gauntlet bridge is different for different platforms.

The chest is random it the one in the room filled with Drakeling does not always have scales i have found sometimes it has 1 other 2 scales or it has just junk, I own 360 version.

I know there are two in the area with the pens/cages, two where you fight the mage who drops the arcane warrior sword, and I think at least one in the area where you can loot a pendant from a dragon egg. Memory is fuzzy, though.

I only had problems with looting corpses on the xbox version. On the other hand, the PC version I'm golden.

you get 6 drake scales from the breeding tunnels one dragon scale from the dragon on the hill and one scale from the single drake in the same area as the dragon , He is there when you go in for the ashes or come out cant remember . but in the breeding tunnels one gets glitch stuck behind a stalagmite.

Exactly, he still whines if you pay MORE for his armor then it's actual worth. But he's supposed to be the businesman of the two, apparently not as he fails to grasp marketing.

Thus, I just rush through my scales, get my dragonbone and glad such armorer stays closed. I thought otherwise first, but I don't need him. Plenty of armor to find in dungeons and forests.

Wait a minute?   You paid for the armor?   My first try I got both done free.   Wade was happy to do them for the experience.    I haven't got that far on the second round.   Of course, I didn't have enough drake scales for a second so maybe you have to pay for the second.
  Must either be a specific conversation (high coercion)  or a character that has to be with you.  I know I had Alistair and probably Zevran and Morrigan, possibly Leliana vice Zevran.

Yeah don't know if this is just the 360 or console versions but there is a drake in the circle tower and there is a drake in a random encounter when traveling. You add these to the Urn quest drakes and you should actually have too many scales and have some left over.

If you pay for both sets of drake scales armor you have a chance to get superior set of dragon scale armor, if you dont pay for drake ones you only get regular options.

I play on PC and I never saw a drake or scales anywhere else but in caves in my 9 full games.

ony my mage i havnt done the urn quest yet, just done the first bit of haven and am about to go kill all the cultists in the chantry and i have either Zev or Leliana in the drakeskin armour that takes 3 scales. i have done the circle tower. this means there is 100% some way to get at leat 3 scales before the urn quest, i just wish i could remember where i got them

As it been said it probably only console version then as other have said they seen a drake in circle tower like me guess pc version doesn't have one there I'm 100% sure i saw one lol don't have to believe me but i got like more scales then i actually need. I also got my superior for free second time lol i payed before and it had better stats still superior this is the drake scale set.

ok.  You all got me so intrigued I couldn't wait until my current game gets there so I reloaded the old one at a point where I could do some testing.

1.   Yep, I missed the last 3 drakes because somehow I completely missed those rooms they were in. 
2.  Yep, I missed out on paying for the armor because I didn't have 10g on me.  so the option never came up and I got the crudy armor only 25% vice 50%.
3.  I'm on a PC (steam) and never ever found any Drakes in the circle tower.  (I didn't go back, but I went through the tower about four times anyway.   How could I miss it?  )
4.  Yep, when I got the 10g I didn't get any better drakeskin armor the first time, but the Plate was better which was done immediately after the drakeskin.  

  guess I did ok in the end considering I had the cheap armor and missing one set.
