Look at Mass Effect 2. That game was heavily marketed on "everything you did in Mass Effect has a major impact on Mass Effect 2" and we all know how that turned out. Your ME1 decisions have no meaningful effect on ME2 at all. Keep in mind that file transfers and decisions carrying over was like the flagship gimmick of that series and BioWare still did almost nothing with it. Now given these facts, what chance is there of Dragon Age II being impacted by decisions made in Origins when 1. decisions carrying over is not one of the series' main gimmicks, and 2. the game likely mostly takes place in a completely different country where most of your Origins decisions would be trivial at best? Think about it. Does the question of who wears the crown of Ferelden really matter to people in a country that has no known relationship with Ferelden at all? If you were a citizen of a state of the Free Marches would you care if some forest you never heard of is populated by elves or werewolves? Would whether or not the Circle of Magi (an institution that may or may not exist in the Free Marches) in Ferelden went into chaos really be an issue of major concern for you? As long as we're playing the wild speculation game, I'd say that they put this game in a different country specifically to get away from Ferelden so they don't have to deal with trying to make every little thing in Origins matter at the expense of fresh storylines.
I think decisions from Origins will show up in the same style as ME1 decisions in ME2. Little things like meeting Flemeth and having her conversation slightly change based on whether or not your Warden sided with her or fought her during Morrigan's personal quest. Little things like that.
