At least in one case, it may have been me.

I actually believe this is a case of theft, and a successful one at that.

I can't remember her hair color but there is an elf in the city elf origin who goes to work at Ostagar, so that could be her

It is odd - it sounds like a quest starter but isn't. That Quartermaster is not a very nice human, is it bad that I hope Elhanan is right and she's made off with his armour?

I think it's just supposed to be a nod to the elf girl you meet in the City Elf origin. She's red-haired and is on her way to Ostagar with her parents (unless you change her dad's mind that is).

And yet you get the same thing if you're a CE who did stop them from going to Ostagar.

For a while I had suspected the Elf Messenger running around the camp to be it, obvious male-hood not withstanding, what do shems know about elves. :P

The elf messenger is more useful - you get Ser Garlen's sword from him.

There is a red headed elf girl at Ostagar but you can't really interact with her to any degree.

Nessa was her name, I believe and she had brown hair.

The war console table. She's around it.

Does anyone know why it was cheaper to pay for their passage to Highever than to let them keep their house? I mean, you only started off with, what, ten silver from your mother's friends? Bella and Kaitlyn over in Redcliffe (which is a lot closer than Highever) need 5 sovereigns to get to Denerim. I think you can get Kaitlyn and Bevin there on one sovereign but on less than ten silvers? How the helld do they manage that? You give that kid in Lothering five silvers to buy a meal and Nadezda in Dust Town says that that's how much she needs to be able to eat that day. It really makes no sense...

Because you can just toss elves in a manure cart while humans expect to ride in relative comfort?

It's cheaper to late her stay at your fathers house. That's free.

I didn't think that was an option. Although I still don't get why you can hitch a ride to Highever from Denerim for the cost of a single meal.

I always thought that he was talking about the male elf messenger in camp that you get the sword from. If you are an elf, the Merchant puts you down and the fact that he is unable to distinguish between his male elf messenger and female elf seemed to fit in with his general perception of elves to me.

I think it's just so you can smack the guy upside the head (verbally) if you're an elven PC. Similar to the b*tchy Chantry priestess.

The Elves have to pay bribes to move around, and the family in the Alienage had to pay to convince their landlord not to turn their home into a warehouse, in addition to paying their rent.  They knew someone in Highever who would take them in, and they were probably just going to walk the whole way, or ride in a manure cart.
Nadezda in Dust Town was buying drugs and alcohol, not food.  The Human kid in Lothering probably expected to buy a real meal, not rat on a stick with half-cooked grain.

We have no reason to believe that. In fact, when you bribe her for information she specifically mentions getting food when she doesn't have to, unlike when you say 'here's money for food' where it would probably be a good idea to do so.

And a real meal should still cost less than passage to the other side of the country.

That's just a consequence of the way the game works. When you start the game you have very little money so any options that involve monetary transactions have to be cheap. By the time you're in Redcliffe or at Ozammar, you're rolling in dough so the game expects you to be able to pay up much more money.

Needless to say it doesn't make any sense (no matter how many excuses one wants to make up about traveling costs), but that's just how it is.
