Having adequate technology will give you a greater variety of tactics to choose from. Otherwise tactics are all you have and once the enemy adapts you're screwed because you can't match them in a straight up fight.

Know what? I'm gonna settle this argument now. Attempting to use Reaper tech against the Reapers is not going to work. Why? Time. They have had untold eons to perfect their tech and account for who knows how many ways they can be fought, and they're already approaching the galaxy. Even IF Cerberus could do whatever they wanted with the Collector it's unlikely they could produce anything that could really turn the tide in time. That is of course provided the station didn't end up hosing over Cerberus like most of that tech has proven to have a tendency of doing.
And suppose Cerberus DOES manage to provide something to even the field. That still doesn't do much beyond putting weapons in the hands of people who are not used to using them, and putting them against opponents that are far more experienced with the same weapons. The field STILL isn't even just due to experience. You go in for a basic slug fest, it's NOT going to end well. No matter what, superior tactics ARE the only hope for any victory there.

About the tactics VS technology discussion; history teaches us that to ignore one of them in favour of the other is dangerous. One thing is however more important: The number, strenght and diversity of your allies. Cerberus failiures, constant loss of almost all bases and personell (both redskirts and people with valuable expertise) and extremely narrow agenda gives them enemies but not allies among the big players in the galaxy. TIMmy and his yes sayers are stuck in their hubris to think they have all the answers and are the only one who can save the world so they don't even seek allies.
