if you have sten with you you get the sword directly from dwynKazren wrote...
Yes, I'm in the Dwarf's house, we have the conversation, but no sword, even though he gives my character the key to his strong box. I've tried with and without Sten. Strange.

My character had gone to Redcliff prior to speaking to the guy in the Frostback Mountains, therefore, even though the dialogue about the sword appeared as a choice, the party was never able to get it.

I even restarted the quest back in Calenhad, before the scavenger. He sends me to Feryn in Frostback, but even though the dialog plays out correctly, my journal never gets updated to say I've been sent to Dwyn in Redcliff. That's the first sign something is wrong.
When I talk to Dwyn in Redcliff anyway, he of course gives me all the correct dialogue options and then says he is giving me the key... but the key never actually ends up in my inventory, and the sparkling chest cannot be opened; the game says I do not have the key.
EDIT (five minutes later): I took the easy way out and picked Dwyn's pocket to steal the "Sten's Sword" gift from him. I gave it to Sten and that finished the quest. Weird.
