The kb/m support on PS3 is native and is really easy to setup. I'm not sure how easy it is to set up on 360 but I heard it can be done. So, in addition to the new combat scheme for people who prefer controllers, wouldn't it be possible to include both? Not sure how feasible it would be on the 360 with the limitation of storage space. You can do multiple discs on 360 but I heard Microsoft charges higher licensing fees for more discs which is why Square-Enix compressed the FMVs on FFXIII so they could squeeze the game on 3 DVDs. But the PS3 has blu-ray media. So, theoritically, it's possible to put both versions on one disc.
Now, just to talk specifically about the PS3 and why I made this post. You said the console version will be tailored to the strengths of the PS3/360. One of the strengths of the PS3 is it's larger disc size and that it can work with keyboard/mouse. Unreal Tournament III works great on PS3 with kb/m. So when you say "tailored to the strengths of the PS3 and 360", you really mean what each can do the same, i.e. lowest common denominator, right? Cuz otherwise you can make one meet the strengths of the PC, one to meet the strengths of the PS3, and one to meet the strengths of the 360. I understand there's only so much time to develop a game and you have a specific budget in mind when you develop a game and that this is a pie-in-the-sky look at the world, but I think it's really something you should consider for future projects.
