Pessimistic Brainstorm: (it's what I do, unfortunately for me)
To be done properly, Bioware would have to re-educate all their writers in both Chinese and Jade Empire cultures, philosophies, storytelling styles, history, etc, etc. This in itself would require a significant amount of pre-production time before the 'actual' pre-production would even begin. So, Bioware would have to really commit to JE2 from the get go (if they want to do a good job).
Then, many other aspects of a JE game are inherently alien to Western design and production teams - such as architecture, animation(motions, etiquette, mannerisms), speech-patterns, voices, color-schemes, etc.
But ultimately, this is what makes Jade Empire such a great game/setting/universe. It not only provides deep immersion into an unorthodox and wonderful setting, but also is made by and caters to Western sensibilities (cinematography,plot,...).
When you're ready Bioware. I will wait patiently.
