I think that they'll have enough trouble making a game as huge as DAO in a span of two years, let along putting fun minigames into it.
Still, here're some ideas I have:
Dice poker (as seen in The Witcher), some lockpicking (more Fallout 3 than Oblivion), and, I'm going out on a limb here: Mabari racing. Seriously. You take your Mabari (if you have one) to the largest settlement/city in the game world, and make it race on the track. You control the Mabari, and can bet on your Mabari or another to gain money, and winning races gets you points that can be spent on training (upgrades), accessories and paintjobs, some of which affect other stuff outside of the minigame.
