No Install option when launched

I do not get an install option when I launch the program. I get an uninstall option (blacked out because I haven't installed yet) and a play option.  Clicking play results in an error saying that the game was not properly installed.

I purchased, downloaded, and installed the game from a trusted site a few weeks ago running Windows 7, 32 bit.  I then reformated my computer with Windows 7, 64 bit, and now I can't figure out how to install the game properly.

I'm sure this is easily fixed.  What am I missing?

Although I have no immediate solution for you, I will suggest that it helps a great deal to use the terms correctly.  By choosing "the program" as a descriptive, you are starting out by mixing things up.  All you have started is a launcher, not the game.  You are in the game's User to User tech forum, where "the program" is the game. 

Then, you say that you bought it "a few weeks ago", without ever saying that you actually were running the game then, or how well you would describe it as having performed on your system.  You haven't named what you did about the program's inherent preference for XP as opposed to Windows 7.
