So I finished the Feros mission and just have Noveria and Virmire left.
I have Ashley as a LI, but when I go to Flux to dance, the option doesn't come up.
Do I have to be on lockdown mode in the citadel to dance?

The dance scene comes later on. I'm not too sure if it triggers during your detention on the Citadel, but it probably does trigger as soon as you've completed a third main-quest planet (in your case, Noveria, should you choose to do it before Virmire, which you should). If you can't dance with Ashley by then, then it can only be done post-Virmire.

actually it triggered when i did all the quests in Flux.
