The initial level of a companion is not fixed. It's determined by the main character's level upon their joining.
So I tried to recruit companions at their lowest level possible without cheating, and this is what I found:

I'm guessing Shale and Oghren could be recruited at level 5, as well, if you don't go for Wynne.


To accomplish this, you may do the following

1. Never unlock any chests, which would grant 10-20 xp
2. Never pick up any books, which would grant 50 xp
3. Don't equip the memory band ring.
4. Don't do any side quests with xp rewards
5. Finish essential quests in a way that give less xp

6. When an unavoidable battle begins, rush towards a safe spot. (Archers, Mages usually don't chase you when you're out of their sight. Hence, you get less enemies to kill)

7. Also, before killing any monsters in a battle, strip your main character of his armor and let him die first. (a dead party member get less xp from battles)

8. In Ostagar, don't talk to Rory and Daveth before the quest begins. Talking to them gives you 100ish xp each

9. In Korcari Wilds, lure wolves to hurlocks, as many of them will start to fight each other, leaving only 2 ~ 3 monsters (or none) still chasing you. (I picked up three vials without killing anything, and only had to kill about 5 monsters near the Archive to finish the entire quest)

10. In the Tower of Ishal, rush towards to the door to the next stage, and about 1-8 monsters won't engage in battle. In the second floor, use ballistae to kill all enemies (For that, you get no xp at all)  In the third floor, release the dogs to distract enemies, and then rush to the exit.

11. In Lothering, just pay the toll.

What was the purpose of undressing them and taking a picture, exactly? Taking that extra step seems... odd.

Oh my bad, if that upsets you. I just wanted to show what their stats look like when they don't wear any armors/weapons/etc to boost their stats. (the green colored fonts come from their specialization.) I guess I should put something to cover their bodies, then. Again, I'm sorry.

There. I just typed their stats without any item stat boosts.
The purpose of recruiting companions at their lowest levels was to prevent them from wasting their attributes / skills / talents points, because otherwise they tend to invest them in the wrong places.
However, now that I think about it, sacrifice seems huge for just a couple of attributes / skills / talents points to be spared.

I wasn't actually upset about seeing them naked, I just thought it was strange without knowing the reason behind it.

gg soteria. You made him take out all the funny out of the thread. Shame on you. :> As for the topic, with a console one can change everything, so there is no need to actually avoid exp. One can play until NPC taken, then relevel him with respect to his starting skills, which you just listed, thanks.

pics were better tbh, less obscured view and less prone to error.
