The latest Game Informer said no such thing. They said they were changing some things on the console - combat mainly and that's all they said.
The console version will always look worse than the PC version, you guys just don't have the filters available to us, nor the hardware power to run things at higher resolutions than 720p. And I'd be shocked if they use the same textures on the PC that they use on the consoles.
That being said I wouldn't be surprised if they take some time to weak the engine and have it running better on the consoles. They've probably learned a lot during the DA:O dev cycle.
Finally, if the screenshots we've seen so far are any indication, it looks like the engine is going to be easier on the hardware.
My apologies, I meant to say that they were going to be doing PS3, 360, and PC simultaneously instead of designing it for one and then porting it to the others. But here:

Ray Muzyka: We learned the hard way in DA:O how hard it is to work initially on PC amd then convert the game back to console. In the case of DA2 we're doing all versions simultaneously (PC, 360, PS3) but we're definitely ensuring the features we put in work well on consoles as well as PC, because it's typically much easier to convert them back to PC....
Followed by a bunch of bull**** about how they feel both console and PC fanbases are important.
