You can get the "Ferelden is strange, but I love your baked goods" conversation from him anywhere, but stealing the cookies from the fat kid only comes up by the shores of Lake Calenhad when you have to convince the Templar to ferry you across.
Another "situational" dialogue option that opens up is if you take Sten to Haven with you on the Urn of Sacred Ashes quest, at which point he will complain about how much time you're wasting on sidequests when you should be killing Darkspawn and finding the Archdemon (I found this amusing since I had just promised to help him find his sword). At this point, depending on how high (or low) his approval is of you, he will either just grumble and let it go, strongly suggest a change of course, or threaten to either leave or take command of your party and actually pick a fight with you.
