I'm trying to get Zevran to be friendly, but even though his approval is at 100, he is still "Warm." Is there no way to get him to be friendly?

You need to go through the Taliesin encounter for his approval to reach "Friendly" status. This encounter occurs once you begin "The Landsmeet" main quest while you're traveling through Denerim (like a random world map encounter).

After you do his quest and he sides with you,he reveals the story behind his last mission.

Im surprised it didn't trigger when you went to the Arl of Denerim's estate earlier (to 'rescue' Anora). Thats when it usually happens for me.
