I think back to titles like Mass Effect 2 and KOTOR 2 (granted, KOTOR 2 was made by Obsidian, but it was a sequel to KOTOR regardless) and I think about how these games had customizable histories. Granted, those of Mass Effect 2 were mostly affected by importing, but in each game, you engage in a conversation with somebody that helps clarify the background of the setting.
Will DA2 have something similar (if mainly to clarify issues like sacrifice status or Architect choices) or will history be set in stone?

The Game Informer Article said yes and if you do not import then there will be a default history like in Mass Effect 2. I think it was also mentioned that you will be able to import DA:O crossplatform into DA:2. So if you bought DA:O on a console you will be able to buy DA:2 on the PC and still use your data.

i'm hoping that DA2 will let you customize your history and background, to a certain extent at least.
maybe your history will be based on what class you pick......
time will tell, hopefully.
