I think I skipped a plotline and killed Benezia before talking to Tartakovsky. I let the Queen live and now I'm stuck with only his room and the room to initiate the neutron purge. Problem is, no rachni ever show up to kill him and I can't get the code to initiate the purge. The tram elevator is locked until the purge is initiated so this appears to be a dead end.
Is this a bug or am I doomed to go back to an earlier save and redo all this work?

Don't know why talking to him isn't working. I talked to Tartakovsky after killing/saving the queen the first couple times i played the game. Are you doing all the dialog options with him?
Doing the queen first shouldn't have any impact on this. The other room is closed for a reason. If you do the purge first and go directly back up to the survivor area you'll see why.

Yeah, I went thru all dialogue options with both him and Mira to try and get the bugs going to kill him. Nothing seems to work.

Of course, doing the purge is entirely optional, so you could just skip it.

You should be able to select the dialogue option that allows Shepard to start to learn how the neutron purge works, then a cutscene appears when (SPOILER) Tartakovsky get's owned by a rachni soldier

I always kill Benezia before activating the Neutron purge.
During the coversation with Tartakovsky, you have to ask how the purge works. Eventually, you'll get to a set of dialog options with one being "Give us a minute" and the other being something to the effect of "No way in hell!". You have to select the middle-right option to continue forward.

My latest playthrough, I did Benezia and the rachni queen before initiating the nuclear purge. I think I saved more lives by doing so.
