One of the bigger challenges is having more modders in the community who can produce "aftermarket" solutions. The amount of capable modders for this games pales greatly in comparison to the modding fanbase for games like the Sims series - which is a function of the community size and the ease of use of the toolset/exporting software.

I want to be able to customize how long the hair is like in Oblivion except Oblivions character creator and hair sucked as well so maybe not like Oblivion but my point still stands I want to be able to decide length.

If what you say is true, which i can't clarify because I'm not bothered to pop in ff13 to check, then could DA not also accomplish this. Although there are the various armor pieces that they can wear.. which could be attended to ...?
You're asking a lot--for every single piece of different armor they have to accomodate long, free-flowing hair to move around it without moving into it, but without hurtling off of the plate armor like it's on a ski trip. This is harder than it sounds: like I said earlier, hair seems to be really up there in things animators hate to animate. It was easy for the FFXIII to do it (relatively), since they only ever wore one set of clothing, and their hair could move to accomodate that.
And as I recall, the hair didn't move "realistically" it just sort of waved around whenever they moved--which is great, fine, for a game, I'm just repeating that I've never seen realistic moving hair in a game.

Again, I think it would be best to take a look at the "problem" sections of hair, and make those move accordingly to avoid clipping issues with that set of armor (although I'm not really a big stickler when it comes to bits of hair protruding from my armor). Realistic physics for hair would simply take too many resources away from places that actually have an effect on gameplay.
