Can't get DLC to show up, tried everything in the sticky

1) Click [Windows key]+R then type in services.msc
2) When the window comes up, locate ''Dragon Age Origins - Content
Updater'', rightclick and ''Start''.

I wasn't kidding when I said I tried everything in the sticky, though I may have seen that suggestion somewhere else and it wasn't in the sticky. I've tried that, it's not even in the list.

I tried that and think I found my problem. I moved DAO from c/ to k/ and it won't let me reset the path...
I also tried manually running it but it is telling me it cannot connect to a server. Is the service running.

Did you even read the topic and what they suggested? Someone already said to do that exact thing. It's not even in the list for me.
EDIT: I spoke a bit too soon (I didn't read the whole thing the first time and didn't see the bottom part) but the bottom part (which hadn't been mentioned yet) still didn't work. It's still not in the list.
2ND EDIT TO AVOID DOUBLE POST: Okay, what the hell? How is this even possible? I realized that the last time I installed the game it was using the EA Download Manager (I couldn't find the CD but I had the manual so I could reigster the game to my account). Well, I decided to retry that. Turns out the EA Download Manager still had all the files, I didn't even have to redownload them. Ignoring the fact that it's a blatant waste of space (though it did save me from redownloading 7.9 gigabytes) I reinstall it. Using the exact same files it used when the updater worked fine. The exact same updater files. Yeah, it doesn't work.

Nope, that doesn't work. On a side note, has Bioware actually said anything concerning this? An issue that makes it impossible to get DLC that's lasted 9+ months seems fairly major.
