The fact that it is a blank slate is what makes it potentially interesting, plus if there are no lasting consequences why have the choice to make a God Baby with morrigon or why have the Dwarf noble charcater have the option to have a child and take his place as a noble. This is already in the franchise so i am not bringing this out of left field so i cannot see why this is laughable in a serious RPG SINCE IT IS ALREADY AN OPTION IN THE FIRST GAME but instead of leaving it as is maybe in part 2 the player can do more just a thought.
The Morrigan choice does have lasting consequences - if you don't have the baby, she leaves your party. By not siding with her, that closes off one ending and means that either you or Loghain/Alistair might die. It's also complicated by the fact that the interaction with her might be different if she's a love interest, which makes the decision itself more interesting. Yeah, it's not world-changing, but there are certainly some consequences there.
The Dwarf Noble child thing was a minor side quest that you could avoid simply by not having sex with the Servant Caste groupies. It's only a very small part of the game. Correct me if I'm wrong, but what you want is to make raising a child a more prominent gameplay element.
What I'm saying is that making that a more prominent aspect of gameplay would be difficult to pull off well because of Hawke's status as an adventurer (how the hell would a guy/girl like that have time to raise a kid), how you'd introduce meaningful interaction with this hypothetical child ("Uh, don't do drugs, Billy!" +3 Good Points "Uh... stab that hobo in his sleep, Billy, Muhauaha!' +10 evil points) that strays from cliched good/evil dynamics, and that adding something like this would mean that you wouldn't see any consequences to your actions because by the time the story ends, the kid is ten and obviously still a child not making his own decisions. I'm not sure how you'd manage to create deep, meaningful interaction here or interesting role-playing opportunities. What am I going to do take the little one to go adventuring with Daddy Hawke?
So yeah, how would this add meaningful interaction into the game?
