Just because it's called barbarian, it's not Conan. Robert E. Howard wasn't the one who invented the term, it was the Roman Empire describing the "bearded men" german tribes attacking their borders.
The wild men living at the borders of an empire is more like a reference to the actual barbarians.

The Roman Empire had a lot of border fortifications just to do the same.

I don't think so, the idea of an ancient enemy is not exclusive to Lovecraft. But their design definitely could be/
