The non-noble names aren't mentioned because Bioware said that only nobles are suppose to have last names. Everyone
else usually don't have them. The non-nobles only them on character
creation because if Bioware gave the nobles last names, they were forced
to enter ones on the others, too.

I don't like that explanation as, regardless of historical accuracy, it's just so bizarre, that I'm going to ignore it. Besides, I don't believe that they couldn't just leave it blank.
