Zaeed sounds South African to me. Hock... I don't know. It sounds vaguely slavic.

Nah, Zaeed's accent is some mix of British/Aussie.

I think Mr. Hock´s accent is Scottish. When I first time heard him speaking I at once though that he sounded like engineer Kenneth Donnelly. At that point, I didn´t know that they had the same voice actor.

I think Hock's accent is a specific South African accent, namely of someone that speaks Afrikanns. They descend from dutch settlers that predate the British takeover. Used to work with a guy that sounded exactly like him. Drove me crazy.
