Yes. There are multiple accents in every country. Think about your own country. No doubt there are multiple regional accents that vary widely from each other.
Anyway, as noted earlier he's supposed to be South African. More specifically he's an Afrikaaner. (a South African of Dutch descent, that speaks Afrikaans, an offshoot of Dutch)

I agree a 100%, I myslef am afrikaans and when i heard hock speak i thought it could be an afrikaans accent, bt it sounded way to rough and forced... plus the guy who was hired as the voice actor is canadian, has he even met a person that speaks afrikaans?

I'm South African and that is not any kind of SA accent, not in a general sense anyway. By that I mean there might possibly be individuals in loonie bins or doing afrikaans Shakespeare or something who actually do speak like Hock for all I know. When he first starts speaking, he sounds kinda Russian, then a bit later like a mix of ludicrously OTT Afrikaner and Scottish. I think he might have actually gotten 1 or 2 words right, but haven't played that DLC in ages so can't remember.
If you wanna hear the real deal, play Far Cry 2. Both that Voorhees guy - typical lower to middle class Afrikaner accent and the mercs speaking afrikaans are 100% authentic. Hock may be of a higher social standing but they're all scumbags LOL.
But for all we know Hock may possess a real "Space South African" accent, hell it might even be 1 of the tamer, less ridiculous examples. The irony then would be that it's the "Space American" accents which are the unrealistic ones

You are correct about the language origin, but Afrikaner ancestry is a bit more complicated. Both Afrikaners and English speaking South Africans are descended from British, Dutch, French, German, Irish and, to a lesser extent, Scandinavian stock.

They are yes. Jennifer Hale is just brilliant, I've heard her work in 3 different games/franchises including ME and she sounds totally different in each
By far the worst *real* (sorry Hock) SA accent is a niche 1, in that it seems to only be used by late teen to mid 30's males. I've heard it twice on tv. There was a sitcom about 10 years ago about a co-ed student house that had a black guy who lived next door always popping in to visit and raid the fridge at random times day or night who spoke with that accent. He always climbed through the kitchen window, never used the door lol. The other 1 is that white guy in the Outsurance skit ads currently on tv. I think the accent is from the KZN midlands, but not sure. They obviiously think they sound very cool but they actually sound like morons...
