While I don't think DA failed completely, in the sense you're arguing, I find myself of a similar frame of mind. The concept of the Wardens is, thusfar, better than the execution. It didn't help that being a Grey Warden was pretty incidental to the protagonist's badassery, either.
I think the Joining dropped the ball in a major way. Had a much larger group of Wardens been present, had they spoken to you and welcomed you as their own... basically had the game done anything to make you part of their order it could have at least meant something.
Moreover, by dumping just you and Alistair alone, the Grey Wardens became... the thing you got called.
I had assumed we'd be manifesting cool taint abilities as the game progressed... alas, no. More "hard choices" relating specifically to stemming the darkspawn tide would have been appreciated, too. (In the vein of Ser Gilroy's comments about Wardens burning down villages to prevent the taint from spreading, that kind of thing) We didn't get to see the Blight and the affect it was having anywhere near enough.
I would have liked Duncan as the mandatory character. Someone who brought the win at all cost mentality.
