I find it more likely that he was temporarily banned, though, and that this user couldn't wait a whole day to find out and just went ahead of himself and created another account.

Making an alt account to circumvent a ban is an offense worthy of an IP Ban. Now here's what's going to happen, I'll temp ban you for making another alt account, let you off with a warning, and you'll do something else with your time on this Earth for the next 24 hours OR you make another account / switch IP addresses and all of your connected accounts get Deleted. Play nice, and review the Site Rules
