I have this:
Intel G45/43 express chipset

It came with my computer

I can play Dragon age with it on low graphics. Can I do the same with mass effect?
I can't even seem to start Mass effect without getting the pop up that says
"Mass effect has stopped working", so I am guessing no. I want to
confirm this. Here are my specs:

Model: Dell Studio slim 540S

Processor: Intel Core 2 Quad CPU Q8300 @2.50GHZ

RAM: 4.00 GB

System Type: 32 bit

OS: Windows Vista home premium SP2

1.  It’s important to identify which product is experiencing the problem.

  a.   Is it the console version or the PC version?  PC

  b. Media: physical disk or digital download: Physical disk, EA value games, bought it online from beachaudio.com.

2.  System Details

  a. Processor / Core count / Core Speed / Main RAM Amount

  b. Display Adapter / VRAM / Driver Version: Intel G45/43 express chip version 7.15.10.1637

  c. Sound Adapter / Driver Version: Realtek high definition audio 6.00.0001.5663

  d. Operating System (& service pack if applicable): Windows home premium SP2

  e. Direct X Version: Directx 11

The problem occurs after I click play and then the screen pops up with the picture of shepard and the two person behind him, then the screen becomes blank and then "mass effect has stopped working".

Intel videochips are not supported and do not work with Mass Effect 1&2. Get a real videocard and you're set.

We are assuming that the description "Slim" means one of those odd half-thick little boxes about the size of an Xbox console, since we don't try keeping up with Dell's nomenclature.  If so, it takes a half-height, or "Low Profile" video graphics card, instead of a normal one.

www.newegg.com/Product/Product.aspx

That's what you need, if you are Stateside or in Canada, $45 after rebate, in USD.

You are apparently wrong. Those aren't offered in Low Profile.  The newest Geforce in that form is a 9800, and nothing more powerful for Radeons than an HD 5670 seems readily available either.

( P. S. in edit, I will also add that cooling is a big problem for the "slim" cases, so that using a 9800 might be a bad idea; those run much warmer than the usual Low End and Mainline cards do. )

a Sapphire Radeon HD5570 graphics card?

I
have a micro ATX slim PC case, sso I can only use these low profile
cards, and this is the best for its price at the moment.

The HD 5570 is a compromise card, not truly designed for games, but fully capable of playing at better than this game's minmum.  There are better Low Profile cards that are better values.

He / she has seemed rather indifferent, so far, to where he / she asks what, and how. At least one dupl has already been exiled by some moderator somewhere in social site's territory. But I planted a link from the latest misplaced question back to here.
