Try different face structures with different face features. The features change with the structures.
Do not trust the character creator. Just try a few random face structure/face feature combinations and see how they animate in the game.
Once you have something roughly in the area you're looking for, then tweak back and forth the minute variables of individual features until everything (ex: cheekbones) lines up properly.
If it helps, the facial structures are listed as so in the game's code:
1. Young Black
2. Old Black
3. Young Asian
4. Old Asian
5. Young Caucasian
6. Old Caucasian
7. Iconic
8. Ashley
9. Liara
So if you're looking for a particular look.... Doesn't mean you can't morph them away from those structures with the variables, either. But some are easier to morph in a given direction than others.
(I don't know if any of that is helpful, but once I ignored the character creator's preview, I got a lot closer to what I was looking for and knowing what the face structures were supposed to correspond to helped a bit.)
... oh, and don't be discouraged if it takes a while. For some of us, it does.

I was surprised to learn that, too. Kyrie's face structure is 'young black' but she looks very saxon to me and a friend of mine said they thought she looked like a blonde lucy liu. so...go fig.
but yeah, i'd second the idea to start with face shape, seeing how it animates, and then make the features match. many of the face shapes look SUPER weird in the CC, but actually are lovely in game. from there, i picked a few "must have" features (must have these brows, this nose, etc.) and then fiddled until it all fit on the face correctly. it took a while and many half-hour runs through the early part of the game to fnd something i liked.
btw, i also find that having a print-out of face proportions helps. i printed this baby out in a few sizes close to the size of shep's head in the CC on the screen and laid the paper over my computer screen to see if i had my proportions on target. i tend to set eyes too wide and noses too long. face 7 is very easy to get the features within the proper proportions, but some of the other faces can look off because it's hard to make the eyes come down far enough, nose go up high enough, etc.
and, of course, it helps to turn the head frequently to make sure it's right for all angles.
oh, and face size is one of those things that a lot of people shy away from because they think it makes shep look fat, but you actually want to bump it up as far as you can without getting a double chin if you want nice, rounded cheeks.
maybe that's a little overkill there, but that's the stuff i've picked up so far.

I'm breaking in to the cookie talk to say that I am new to ME2 (or to Mass effect in general) and have starting playing. I am playing a femshep and I love her so much. It's fun to play such a strong character. most fun. I'll have a picture of her soon to share.
