Character Creator tips

Set the following, in relative order, before you do anything else: Hair (color and style), eyes (shape and color), mouth shape (and lip stuff), skin tone and texture, makeup/facial hair (I recommend ALWAYS using eye shadow for females, the darker the better - almost always skip blush/lipstick myself), then finally facial structure. That way you have a basic idea of the elements that are the easiest to figure out. If you modify them later, the face can look weird.
When in doubt, go for averageness. Avoid extremes in almost every case where it applies. Having ridiculous cheek width and cheek bones will look silly, for example. A decent rule of thumb is once you've made a character you think looks good, average it out a little bit overall. Make the chin less jutting, the eyes depth a little towards the middle, etc.
General rules regarding skin, hair, and eyes. Try to think about pairings that work in real life. A bleach-blonde with a dark tan may look alright, but it looks unnatural. Stick with the basic rule of thumb; Hair should be darker than skin. In the case of blondes, at the very least the same shade (unless you want an Albino Aryan). For eye color, it's up to you.
Once you can check out your character ingame, make note of things that look odd to you. Like "Eyes wider" or "Mouth is too big." Then, restart, copy your original sliders, then look at your notes and adjust. Re-record your sliders, and repeat as necessary. Can take a while, but it's better than looking at an ugly-ass Shepard for 20-40 hours.
Dont use Cheek Gaunt (set it far left) with Females, instead set the Jaw Width first, then slowly modify the Face Size until you see it start to make the face "fatter" than the Jaw, then scale it back a bit.
Skin will look lighter ingame than it does in character creation, but dont go overboard. Maybe an extra shade darker wont kill you. Except in cases where it conflicts with other "rules" like hair being darker than skin, or weird combinations, like a blonde girl with green eyes and dark skin.
Nose: A good way of getting a decent nose is to cycle the presets, check out the nose selection for each one and also going through the facial structure. Some noses for one preset have curved bridges, while the same nose on another preset has a straight more feminate bridge.
Pulling your nose depth all the way in for both male and female will make your lips stick out as the sellion on the face (spot between nose and lips) is pulled back along with the nose.
Eyes: In general the creation screen is confusing in that a lot of eyes look out of place and yet in game look good. For example, the male psycho eyes (the big glaring set) look weird on the creation page yet if you pull back the brow depth and heighten the brow the eyes look great ingame. A lot of the time eyes look too wide ingame and yet look okay on the initial creation screen. A good rule of thumb to note is that if the eyes look right in creation then bring the width in one or two notches. If you compare yours to the default John Shepard then you'll see how close his are together. A higher brow plus less depth on the brow softens the eyes, the reverse makes you look a maniac. Also, if you have wide eyes then widen the cheek bones a little, if you're doing that then check on your cheek gauntness and puff them out a little to boot. The thing I've noticed is that changing one thing probably means changing others.
Jaw: Neck thickness can ruin the Jaw, bringing that down shrinks everything about the neck, pulling it back away from the tip of your jaw. The thinner the neck the less the jaw depth should go to keep it all looking natural. Face thickness however will help your jaw (if it has a high depth) by adding weight under the chin. A wide chin lets you play around more with mouth width.
Mouth: toughie. Mouth depth can ruin all your tinkering. Keep an eye on your nose, chin and brow depths and try to keep them all in line with each other. The width pulled all the way down can work if you up the lip thickness for females. For men, you can get away with a wider mouth because you've got a wider jaw to compensate. Anything over halfway on lip width tends to make you look a little fish-like though. Pull it to high on height and you look like you're snarling, too low and you're a Frog.
