well, the flip side is that on PCs, we constantly have to update hardware to make sure we can still play stuff. i've fried at least 3 graphics cards over the years ><
but with the hair thing, i think it's totally possible to have lower-rez textures look okay. it's about the cut and the design, not the flow. i've seen hairstyles in games of rather low rez that i LOVED b/c they were so cute in design. i'm thinking the asymetrical bob from the original dugeon siege, or many of the styles from nwn2 - the short, boyish one with the long bangs (Can't seem to find pics).
seriously, even with pretty low graphics, i actually took those pics to my stylist and asked her to make my hair look like that (she thinks i'm crazy). i never did that once with an ME style, even though the graphics are better.
I've never managed to destroy any component myself. I had pretty bad luck with GeForce 6800 GT (received many faulty cards) and X1800 XT died (one year warranty ) and oven did not fix it. I must say that I love EVGA and their 10 year warranty; I've been buying their cards for now, awesome company.

For hair that may be true but low resolution textures are annoying. Heck, even my smartphone has the same about on RAM than Xbox 360...

It's just sad... Decent looking hair has been reality for years but no one bothers to implement it.
NVIDIA Luna demo. >5 years old demo.
Sadly, tech demos like that do not really tell anything about what is actually practically doable in large scale, real time in a game. On today's hardware that could be doable. 5 years ago? Not so much. Not to mention the current gen consoles are over 4-5 years old and they weren't exactly high-end back then.
Still, they could improve on the awful hair loads in ME3.
Well, the above was running in three digit numbers @ 1080p with 8xMSAA. It doesn't even have to be that dynamic and "excessive" in games so that would speed up hair rendering a lot. On top of that, I bet there are ways to do it even faster with new APIs (DX11 and OpenGL 4.x).
PS3 has pretty much equal GPU to GeForce 7800 GTX and that above demo was made for that card... The performance wouldn't be that great on consoles. They're just too old.
