If you've been given a headmorph or already exported one then you should have a file called "name.me2headmorph". (name being the name of the Shepard you're importing).
If you don't have that file then you first need to export a headmorph from an existing game and then import it into your current game. All of which is done under the "toolbox" tab in gibbeds.

You can create a headmorph for a character by loading a savefile for that character into gibbed, then opening up the 4th tab and selecting 'export headmorph'
This will save a headmorph file for that character with a name and to a location specified by you.
Then open up the savegame for another character in gibbed. Via the import option on the fourth tab, you can browse to the location of the headmorph file you just saved, and load it into that one. The only thing it will change for that save is the head of the character, nothing else.
You then resave the save with the replaced headmorph and you can load it up ingame.

A headmorph file can be in any folder you want it to be in. If you do not already have one then you need to create one first by loading a save game for the Shepard whose face you want and choose "export". Gibbeds will ask you where you want to save it.
After you have a headmorph load the game you want to use it in. Choose "import". Then navigate to the folder where you exported the headmorph, choose it, and then resave. You should see the new face in your game after that.

Well, it's really up to you. I suspect that once you start playing ME1, you'll want to import those decisions into ME2 and keep playing Penny to perfection. If you love the way Penny looks in ME2 right now, you can recreate her face in ME1 with this nifty code converter from Tup3xi.Verly wrote...
I am currently downloading Mass Effect. I got ME2 for free when I bought DA2, but a few months back you great guys and gals agreed that I should try the first one.I finely have the funds so it's downloading now.
Now I have to decided...finish Penny's story in ME2 (I still have random side quests(like probing plants to find the ones with missions) and I'd be off to get the IFF and on to finishing the game.
Or...do I play Mass Effect and recreate her there and start over.decisions decisions.
