That's a bit of a complicated question for Jessica. She has something of an inferiority complex towards asari in general (this was significantly reduced after ME2, what with visiting Illium and seeing that they can be as corrupt and prejudiced as any other race, but in ME1 it was still trundling along at full strength), so her first interactions with Liara had a wierd combination of xeno-worship (hey I made a new word!) and overprotectiveness because of the situation that Liara was in when Jessica found her.

Still, at first Jessica told herself she was simply interested in Liara mostly because she was
a real asari on my ship oh em gee! and Jessica wanted to learn as much about them firsthand as possible, although she couldn't resist teasing Liara about "wanting to dissect me". The mind meld kind of freaked her out (which is why she was so brusque with the "I feel fine" afterwards), and she didn't want to admit that the connection had already been created, but to me as the outside observer of the game, the fact that Shepard is teasing Liara at all indicates that something is already going on there... she doesn't tease anyone else on the ship in that fashion.
In her own hindsight, Jessica knew she was falling for Liara after Benezia died and she witnessed the strength Liara possessed that hadn't really been visible up to that point, although she still wouldn't admit it to herself due to her fear of letting anyone get that close. Then Liara blindsided her with her declaration of affection, and Jessica found herself admitting aloud that the connection was there, despite insisting that they shouldn't pursue it right now. They didn't mention it again, out loud at least, until Liara came to Shepard's cabin the night before Ilos.

At first Jessica resisted, but finally gave tacit permission by admitting she didn't know what to do... not about sex in general, of course, but because Liara was
a real asari oh em gee! and Jessica literally didn't know what to do with one, not to mention that her feelings for Liara were still that confusing mixture of xeno-worship and protectiveness. It didn't matter though, because at that point Liara was all over her and Jessica just went along with the flow.

And from that point on, everything was different.
Neither one has said "I love you", though.
Yet.
