Its inserted at line 4082, though really, anywhere in that section will work, obviously. I also included the item bonus for the Archon Visor in the code, for fun (a lot of armor pieces are useful - more shields, more biotic damage, ect, but -recharge is the one I really didn't want to live without).
Assuming I oculd find the right number and reference line, I cant imagine why the same thing wouldn't work for the black loyalty outfit.
I appreciate the tip maybe I'll return the favour by getting the reference file for the loyalty outfit, my PC can run anything so Unreal Viewer shouldn't be a problem.
