It is indeed, although he does have the best commentary on the story missions of any squadmate, though.

See that's another reason it's tough to avoid romancing him. Whether it's entering the Tuchanka hospital or outside the Dantius Towers elevator on Illium, he's the only squadmate who directly interacts with Shepard outside of their loyalty mission (not counting Liara in Shadow Broker of course). It really makes him feel like they have a dynamic and lively relationship that goes beyond commander/soldier. More like partners.
... it's wierd that I still haven't decided if canon Jessica cheats on Liara with Garrus or not.
