Ashley is #1. Tali and Garrus also. Garrus more so in ME2. He stepped up to fill in the hole where Ash used to be.

Answering my own question: it's usually Miranda, Samara or Kasumi. When it's Miranda, they tend to be far closer than Shep and her LI.

Good question!

Both:  Garrus and Tali.  They provide good company, and Renée sees Garrus as a near-equal, and Tali as the little sister she never had.

ME1:  Kaidan.  She really misses his steadyiness as a supporter in ME2.

ME2:  Mordin.  He's a good suporter, and offers excellent counsel.  Surprisingly, Miranda.  Her loyalty mission adds so much depth to her character, and you almost want to cry after reading the medical entry in her dossier in LOTSB.

Dia's best friend is Miranda. She was very close to Ashley, but Ash died on Virmire. She was also relatively close friends (platonic) with Kaidan, but... yeah, they had a rather massive blowout post-Horizon when she got back to the Citadel. At first, she didn't trust Miranda at all (Dia's a SS), but they grew to be extremely close over the events of ME2.

She's also very, very close to Hackett, but that becomes a different story entirely. >

In ME1, Grace was always close with Liara. While in ME2 she is best friends with Tali as well.

Jen, in both games, was always friends with Garrus and Kasumi. She likes Kasumi since she's funny and Garrus because they were friends since the Citadel in ME1.

Brianna, who hasn't been through ME2 yet, is friends with Ashley. Tho she has a strong feeling something is going to happen and it will split their friendship up in 2 years or so.

Jane is very close with Kasumi, Liara and Garrus. She wants to be friends with Jack, but everytime she tries to talk with the biotic covict, she gets a liitle ways further before Jack tells her to go away. She also got close with Ashley, but then Horizon happened and Ashley sorta forgot 'bout their old friendship.

For Motoko (renegade infiltrator) it would be Ash, she just hopes she can prove that she isn't working with Cerberus, Garrus would probably be considered closest at moment but he is at lover status so that is now totally different. I'd probably liken Motoko's relationship to Ash as the sister she never had and they both aren't so trusting of aliens and both have a bit of a thing for poetry She's also grown close to Kasumi too and thinks that she should have stolen her grandmothers recipe for ramen as it is one of Motoko's favourite dishes.

For Jane (paragon vanguard) it would be Chakwas, the prothean beacon thing really shook her up and Chakwas has always been checking up on her to make sure she is ok. Other than Kaidan (lover) she's probably the one she most confides in, even more so than her mother (spacer background) although the latter is probably more to the fact she doesn't want to worry her mother with her troubles and whenever speaking to her has always put on a confident demeanour even when she's been really worried about things. Despite Chakwas saying the next bottle of serrice ice brandy is on her, Jane would gladly keep buying her a bottle when needed as she feels indebted to the help and support Chakwas has given over the last few years.

Holly's best friend is Garrus. Followed closely by Kaidan and Kasumi. She also has a fondness for Joker.

That is one thing that I like about Thane, that he has friendship dialouge for a female Shepard and does not stop talking to you if you are not romancing him.

I agree with that.  I always felt that he and my Shepard were good friends even though I didn't continue on with the romance.   It's a good friendship, actually.    Some of the other romace characters were lacking, though, like Garrus or Jack.  

Mordin has a great friendship with Shepard too, IMO.  Also, Samara.
