I don't think it's a lack of creativity, but a need to put resources to better use. I kind of noticed that myself, but I'd rather have everyone in similar clothes than to miss out on dialogue or cutscenes.

I agree with both comments. I realize it's probably just a resource issue and it doesn't bother me. Every time I see them, though, I think "Wow, that must be annoying". Long dresses like that are a pain, especially if they're as tight and constricting as they look. It sucks having to walk in dresses like that.
I like to imagine that Kasumi originally bought FemShep a long dress to wear to the heist, but FemShep argued until Kasumi gave in and let her wear a short one, since it'd be hard to kneel and jump and run and do... well, anything in a long tight dress. Although that does mess with the whole "undercover" thing, since FemShep sticks out like a sore thumb.
"Pssh, I still look better than everyone else here. What do you mean that isn't the point?!"

You'd think some of the women at BW would have said something about that. Perhaps they did and were ignored. I just don't get it. Actually, I do, "resources" trump immersion. Still, makes BW look stupid and lazy w/ the obvious cut n paste animations.

Yes. Everytime she sits like that for anyone, I facepalm. Tis why I like LotSB animations. Finally, some lady like animations for the awesomeness known by the name of FemShep. But I love the dress and necklace, it's pretty on her.
