A little late to the party, but I wanted to just get in a comment on this. I disliked the paraphrase for that immensely, but it could have been worse. What actually happens is that she shrugs and goes: "Friend, huh? It's a start."
Actually, that's not the right line. You get that response when he says you're the only friend he's made in 10 years, and you pick "Just a friend?". You don't have to pick that line at all to romance him.
The only romances I've done in ME2 are Thane and Garrus. I like them both. I'm pretty happy with Thane's romance, and I'll explain why below. There are a few things I'd tweak with Garrus', though.
To clarify the Thane romance, I found Shep to be far less aggressive than in the others. There is a line early on where you can let him know you're interested, but you don't have to pick that to still romance him. It seems more like she wants to be a good friend to him than anything else.
The infamous "I want you" line is actually "I'm here for you, anything you need."
I don't find that to be cougar-like at all. He starts calling her "Siha", but won't tell her what it means till later. When he finally reveals it's meaning, it also leads to him confessing he has feelings for her. At that point you still have total control, and can either further the romance or end things there.
It's actually Thane that puts himself out there and tells Shepard his feelings go beyond friendship, which I really like. Even after that her replies aren't cougar-like. There's a lot of emotion, with an underlying tension that slowly builds. You can see the two of them care deeply for each other.
Also, I'd like to point out that FemShep does not sexually proposition Thane like she does Garrus or Jacob. And her tone is never seductive or over-the-top. Perhaps a tad playful on one or two lines, but this is after the romance has been initiated.
One of my favorite lines FemShep says:
"I spent two years dead, every moment seems irreplaceable now."
In the romance scene, FemShep is a bit physically aggressive. Not just because she wants to get into his pants, but because he's there pouring out his soul to her. She wants to comfort him and ease his fear. The only thing about that scene that bothers me is the final line, which is a bit cheesy.
As for Garrus:
I would have liked the option to take the relationship in a more emotional direction. I do like some of Garrus' lines in the romance. They seem to reveal he has feelings for FemShep and wants to make her happy. It would have been nice to have the option to further discuss those feelings. Though I found the romance scene cute and funny, I think it would have been nice if the emotional part at the end had been longer with some dialogue options for FemShep.
I think it would have been nice if Garrus could have shown interest first, if you picked the right dialogue options. Unfortunately, we have to go with "Hey, you talked about easing tension. Wanna?"

I hope that in ME3, the current love interests will reveal more feelings of their own and pursue FemShep a bit more. It would be nice to see the relationship deepen and grow.
