Because, yanno, there are plenty EA games that get patched promptly and with patches that actually don't create further problems.
"Blame the corporate suits!" is always easy, it doesn't always hit the mark, though.
Well, we all have the proof, considering that many problems have been corrected by modders. Any developer being let to work on the patch (instead of being shifted to the DLC department) could have fixed them simply by copy-pasting and adapting. By extrapolating this scenario, you get the answer.
Developer time is paid time best used to creating content that entails financial revenue (DLC's or DA2).
That's not proof. Just more speculation on your part.
