I think World Cup (and Olympics) should only be done in countries with approriate infrastructure and a certain level of development that countries like Brazil lack.
But as a brazilian I also think there's too much fuss for nothing, I remember in 2010 they had warnings for raping of white women who wandered in the streets of South Africa and in the end nothing really serious happened in their WC.
It's the same thing here in Brazil. Yes, there's violence but the security in the streets was enhanced and it's just a matter of the tourists don't try to be Indiana Jones and go to the slums just for adventure. The protests that are happening now are not big like the ones of last year and they're not violent with people (like they won't hunt down foreigners just because they're here for the WC) just with property (like banks and stuff like that).
It is the same as the Olympics in Russia. Everybody knows that there are many, many things that are not going according to any form of moral/legal code but everybody can ignore it because it is sport. I think that there is not a big chance of anything serious happening, sure it is possible with everything happening and many people can use this WC as leverage but the security will be enhanced and many people also wouldn't want to disturb an international event to much for fear of being made an example.
