Good chance that that really happend, sadly you see it way to often the last years, and the problem is that you can't prove anything, the ref was fully in his rights to give Van Persie that second yellow card, and i'm glad he did. Let me try. The ref didn't like van Persie and was looking for an excuse to send him off; the ref didn't like Arsenal and didn't want them to have a chance of going through to the next round; someone from Barcelona had a 'chat' with the ref at half time (recalling what happened when Barcelona played Chelsea; funny how Chelsea were reprimanded when even officials seemed to confirm Barcelona personnel spoke to them at half time); the ref is a Barcelona fan; the ref had certain instructions from higher up...etc.

And concering technology, you could have seen it coming from miles that the FIFA would reject every giving option, how good they might have been, the chance of having technology in football remains low as long as the FIFA remains the same. And refs will probably refuse to use it as well, as with the technology, you have prove that refs are wrong at lot and that they are very inconsistent
True, they have plenty money, the last WC was the best, qua income for the FIFA, ever (and I bet Africa didn't see much of that money, and with Russia and Qatar that record will not stand long).
