Doubtful:  they put in four distinct images of a Reaper at different angles.  That's not something you do just because.  They're also new images, not seen in either ME1 or anywhere else in ME2. 

ETA:  Sorry, there aren't four separate images.  I was getting the number of screencaps I have of them mixed up with the actual number of images.  They show the same two images from different angles.  Regardless, they're still new images.

It's called Mass Effect 3. Actually, scratch that, we could very well know about it in a future DLC -- or even in a book/comic. Something as big as this can hardly be ignored and called a plothole. It's a plothole for now, but that'll change sooner or later, and you can mark my words.

Come to think of it, when did Cerberus start working on the derelict Reaper? Was it before or after the Battle of the Citadel?

It was after the battle of the Citadel that Cerberus was working on the derelict reaper. The tie-in for the reaper in the greybox is probably from Mass Effect: Revelations...I'll leave it there so as not to spoil it.

Memories of Keiji’s life and about some big alliance secret he found that could cause a war. so whatever the hell it is it must be pretty bad. The Alliance has been naughty tsk. One of the frames that pops up for a sec when Kasumi is cycling thru the memoires had a reaper in it. SO speculate away!

It was a reaper , if you remember when Shep , visits Anderson if he is the human council member, they talk  about the rebuilding of the  citadel and pieces of the reaper was all over the station , I think the alliance took those pieces and rebuild the reaper as best as they could , just look  at EDI , she is part Reaper tech which was taken after the battle on the Citadel , that Cerberus used to build hEDI ,so the Alliance could have done the same .

I wondered about this too. It's obviously got to do with the reapers, I don't know why anyone thinks it's meaningless or won't materialize into anything. Was Gollum a plot hole because his story wasn't finished in The Two Towers? That's clearly a picture of a reaper in his graybox. If it wasn't for the fact that the graybox is destroyable, that thing could be the key to stopping them. It still could be if not for the fact Bioware is already overrun with DA2 fans (and I use that term loosely, because really, who is?) sending them "Do you want us to hit you with this torch? Yes/Yes" messages over choices that turn out not to be choices.

If I had to guess, I'd say he uncovered proof that the Alliance was hiding information about the reapers. But that's probably because I'm in the camp that thinks the Council is just lying to Shepard in ME2 because of his connection to Cerberus. They wouldn't want to let Shepard into any important plans because by proxy they'd be letting Cerberus in. And oh look at that, Cerberus switched teams in ME3. Good call, Council.
