Well, obviously we have no way of knowing yet, but since Hawke becomes one of the most powerful people in Thedas (not just one country), I'm betting on Hawke.

I was gonna ask "game mechanics, or lore?"
...but then I realized that both are completely variable for the warden (my level 1 weakling pacifist mage), and we know next to nothing about either for Hawke.
So I dunno. Neither, I expect, does anyone else.

is a totally subjective question since both Hawke and the Warden can be any class and be built a dozen ways

Hopefully if Hawke goes up to level 30 they balance it a bit better by toning down the degenerate top tier talents. So the warden.
