Everyone knows the three categories of attack in the Mass Effect series. Omni tools launch technical attacks on enemies and their systems. Biotics use the laws of physics against enemies to keep control of a battle. "Combat" is anything that doesn't fall under the other two categories.
One of those three isn't developed as well, wouldn't you guys agree? While calling anything related to straight combat "combat" is fine, it sure would benefit game balance and presentation to develop the distinction more for Mass Effect 3.
So they need their own omni tool/biotic amp to upgrade! And there already is one, it's just never mentioned that way - implants! All soldiers get implants, so hopefully we get some upgrades that reduce cooldown on combat powers too.
