not exactly. cloaks werent eaten by the griffons, horses were. then spears werent necessary anymore for you couldn't charge in riding on a horse. in an act of revenge a spartan cult erased the griffons using the genophage or just thrashing on them with their shields. the spartan cult later was erased by an "animal-protection-organization" which was using cloaks to hide itself. as the kings and queens of the world heard what happened they were so angry about this horrible crime that they forbidd wearing cloaks and erased all knowledge about them from thedas.

Or we could just stop being creative and say the animators got tired of trying to impliment some items and so did the Bioware exectutives and they just wanted to release the darn game since it was in developement for so long!

Seriously, why the hell should we care about 3D graphic quality if it is not used for its advantage, as in having real trap doors, hidden rooms where you could swim into, or a tower where you could climb a ladder to reach it?
I don't care about a "cinematic" game or VO for player character aslong these basic movements are not included, this lack looks especially pathetic for sci-fi games like Mass Effect but it would also have many-many uses for Dragon Age.

Alpha Protocol is in some ways even better than DA1, mobility of player as example, it was not an open world as Morrowind it still allowed you multiple options many times to reach the target
creating actual rooms on multiple layers/hights would even be great for more than just movement and combat, as in humor (someone falling from tree after being hit by an apple) or romance (you jump into someones room through a window or fall with a part of the floor down into a girls bed)
personally I think AP was not bad at all, and t even included things that others should strife for aswell, especially the movements and the chance to jump from roof to roof, imagine a rogue in Denerim going on a nightly "stroll" to gather info/loot from peoples houses this way as example
