Sorry if this has been discussed, I might have missed it while searching: when I put the last dragon bone in the skull, I get the cinematic of the spectral dragon flying to the hilltop but when I get up there, there is only the lootable rubble pile.  I've done the quest twice before with no problems but when I did Blackmarsh for my current game, I missed one of the veil tears for the Sentinel pieces so I redid the quests to complete the armor set.  This time through however, there is no spectral dragon.  Is there something in particular that breaks that quest?  I just patched to 1.04 so I can try redoing the whole set of quests I suppose but I've replayed it from various points trying to get the Queen to appear.

dumb question? Maybe, since it seems other quests are broken in my game now so something probably went awry on my PC. Maybe I'll just restart the campaign since I do like it.
